1. Reason for Revision
As the Motor Vehicle Management Act has been revised (Law No. 20176; promulgated on January 30, 2024; enforced on July 31, 2024) to prevent unregistered automobile dismantling and recycling businesses from collecting and intermediating scrapped vehicles and to make it mandatory for motor vehicle scrapping workers to display their IDs and to attend the relevant education courses in order to establish a sound motor vehicle scrapping system, the proposed revision prescribes the matters delegated by the Act and the matters necessary for its implementation, such as the specifications and methods of managing the IDs of motor vehicle scrapping workers and the methods of training them.
2. Main Contents
a. Education for motor vehicle dealers (Article 123-2 of the draft)
The revision stipulates that motor vehicle dealers shall receive the related education prior to issuance of their IDs (newly or reissued).
b. Management of motor vehicle scrapping workers’ IDs (Article 143-2 of the draft)
The revision stipulates that, when a motor vehicle dismantling and recycling business hires employees, the employees shall receive a motor vehicle scrapping worker ID and wear it during the period of their employment, and the Automobile Dismantling and Recycling Business Association shall establish standards for the management of their IDs.
c. Education on motor vehicle scrapping works (Article 143-3 of the draft)
The revision establishes the standards of education that employees must receive upon their recruitment or the reissuance of their IDs.
d. Establishment of the related forms, etc. (Attached Table 28-2 of the draft)
The revision establishes the standards for motor vehicle scrapping workers’ IDs.
