1. Reasons for Proposal and Main Contents
The proposed revision is to provide education on the prevention of and obligation to report sexual crimes against children and youth, which was previously only conducted for the license acquisition process of the heads and employees of institutions subject to the obligation to report sexual crimes against children and youth, and to the supplementary education course as well, and to strengthen the grounds for the protection of children and youth by adding foreign educational institutions under the Special Act on Establishment and Management of Foreign Educational Institutions in Free Economic Zones and Jeju Free International City and youth organizations under the Framework Act on Youth, which are highly related to children and youth, to the institutions subject to employment restrictions for sex offenders.
In addition, The revision aims to increase the effectiveness of the system and measures for restricting the employment of sex offenders by imposing a fine if the head of a child or youth-related institution refuses a request to close the institution without a justifiable reason or fails to close the institution within one month during the period of employment restriction for sex offenders, or if the head of a child/youth related institution does not respond to a request to submit the materials necessary to check and confirm the employment of sex offenders or submits false materials.
