1. Reason for Revision

The proposed revision establishes the basis for introducing a universal rate system that provides basic voice and data services and the standards for calculating universal rates in order to provide citizens with telecommunications services at fair and affordable rates.

2. Main Contents

a. Reporting on the universal rate system (Article 28 (5) of the draft) 

The revision stipulates that facilities-based telecommunications service providers that are recognized as being able to independently determine and maintain rates, etc. for telecommunications services for users and other telecommunications service providers shall establish terms of use that comply with the standards of the universal rate system and report them to the Minister of Science and ICT within 60 days of the date of the public notice on the standards for the universal rate system.

b. Announcement of the standards for the universal rate system (Article 28-2 of the draft)

1) The Minister of Science and ICT may, if he/she deems it necessary to ensure that users can receive telecommunications services at fair and affordable rates, separately establish and notice the standards for the universal rate system for telecommunications services.

2) When the Minister of Science and ICT notices the standards for the universal rate system, he/she shall review the standards every two years in consideration of the circumstances of the telecommunications market, and upon changing the noticed matters, shall notice such changes without delay.

3) When establishing the standards for the universal rate system or reviewing the standards every two years, the Minister of Science and ICT shall hear the opinions of a consultative body composed of experts, consumer groups, and stakeholders.
