1. Reason for Revision

To ensure elevator safety at the national level and to protect the life and body of the users of elevators, the revision aims to improve and supplement certain shortcomings in the operation of the current system, such as allowing the Minister of Public Administration and Security to recruit designated inspection agencies by specifying the region in which the elevator regular inspection work will be performed when determining a new designated inspection agency to perform regular elevator inspection work, so as to ensure that the designated inspection agencies are evenly distributed across the country rather than being concentrated in specific regions. 

2. Main Contents

a. Preliminary review of new designated inspection agencies (Newly established Article 36-2 (3) of the draft)

The revision stipulates that corporations, organizations, or institutions that intend to apply for designation as inspection agencies may apply to the Minister of the Public Administration and Safety for a preliminary review of the appropriateness of the regional scope in which they will perform regular inspection work, before meeting the designation criteria.

b. Recruitment of new designated inspection agencies (Newly established Article 36-2 (4) of the draft)

The revision stipulates that the Minister of the Public Administration may receive applications for designation as inspection agencies by considering the expected volume of regular inspections and the volume that can be processed by existing designated inspection agencies and by selecting regions where additional designated inspection agencies are required.

c. Evaluation of designated inspection agencies (Newly established Article 36-2 (5) of the draft)

The revision stipulates that the Minister of the Public Administration may conduct an evaluation of the operational status and performance of designated inspection agencies in order to ensure the quality of their work.
