1. Reason for Revision
○ To ensure regulatory compliance among regulated persons, the revision refines the classification of target items by clarifying the items subject to distribution history reporting based on HSK codes.
○ The revision stipulates the extension of designation periods or the new designation and notification of distribution history management items upon requests from administrative agencies.
- Reflecting designation standard such as increased import volume, concerns about falsification of origin, and the occurrence of social issues.
2. Main Contents
A. Reclassification* of items (from 22 to 33) subject to distribution history management to enhance efficiency (Complete revision of attached Table 1 of the draft)
* (Current) Mix of items and HS units: Onions (fresh/refrigerated, frozen), Garlic (fresh/refrigerated) / Frozen garlic (Revised) Reclassification based on HSK unit: Onions (fresh/refrigerated) / Onions (frozen), Bellflower roots / Bellflower roots (dried), etc.
B. Extension of the period and addition of items subject to management based on the deliberation results of the Distribution History Management Deliberation Committee
○ Designation period for 26 items* (HSK unit) out of 33 items subject to distribution history management, which are nearing the expiration of their designation period, is extended by 3 years (Revision of Subparagraphs 1 to 2 and Subparagraphs 4 to 27 of attached Table 1 of the draft).
* Extension of designated period: Kimchi, onions, garlic, red peppers, jujubes, shiitake mushrooms, soybeans, red beans, and bellflower roots, etc.
○ Addition of 4 new items* (HSK unit) subject to distribution history management and setting of designated period as 3 years (Establishment of Subparagraph 28, Subparagraph 35, Subparagraph 35 and Subparagraph 37 of attached Table of the draft).
* Request for new designation: Ginger (fresh/refrigerated), green onions (fresh/refrigerated), wild ginseng, and natural honey.
