1. Reasons for revision

Under the legislation of the Special Act on Private Rental Housing, quasi-housing that can be registered as rental housing was excluded from the housing categories subject to registration of housing rental management businesses. The housing categories subject to registration were also stipulated separately as single-family detached and multi-family apartment houses based on their sizes. The proposed amendment is designed to secure the effectiveness of the administrative regulation of housing rental management businesses by requiring the registration of all regular houses and quasi-housing, regardless of their type, when their total aggregate size exceeds a given level.

Expansion of the subjects for mandatory registration in housing rental management business (Articles 6 (1) 1 and 2 of the draft)

Quasi-housing was previously excluded from the subjects for mandatory registration in housing rental management businesses. However, quasi-housing is included in the subjects for mandatory registration because it is necessary to register and regulate housing rental management businesses that target quasi-housing as well. Accordingly, it has become mandatory to register all types of houses when the total aggregate number of single-family houses, apartment houses, and quasi-housing (limited to rental-based dormitories and officetel units) exceeds 100 units in the case of direct management by the owner, or when the total aggregate number exceeds 300 units in the case of outsourced management. In effect, this clarifies the obligation to register.
