1. Reason for revision

With the revision of the Housing Act, the post-approval verification system for floor structures in multi-family housing that applies for project plan approval after August 2022 will be implemented. In this connection, the proposed revision is designed to provide defect determination standards, investigation methods, and criteria for calculating defect repair costs. Additionally, it seeks to differentiate between plastering and painting works within the defect determination standards for finishing works and to update the terminology for detailed painting works in accordance with the Standard Specifications for Building Construction.


2. Main contents

a. Defects that cause safety, functional, and aesthetic impediments, such as micro-cracks, reticular cracks, blistering, peeling, and exfoliation, etc. are classified as defects of plastering work; whereas defects that cause safety, functional, and aesthetic impediments, such as cracking, discoloration, blistering, peeling, and exfoliation, etc. are classified as defects of painting work (Article 9 (1) and Article 9 (2) of the draft).

b. It newly establishes the criteria for determining and treating defects as construction defects when the thickness of a floor structure's constituent layers, side buffer materials, and quality are insufficient or differ from those indicated in the design documents, etc. (Article 35 (2) of the draft).

c. It newly establishes survey methods for checking the thickness of floor structures based on the average value measured by taking cores from five locations, the construction workmanship of side buffers by visually checking them after removing the skirting boards, and the quality of the materials by checking them against the quality test report at the time of construction (Article 72 (2) of the draft).

d. It newly establishes the criteria for calculating the cost of repairing defects by summing the cost of removing floors and the cost of reconstructing or replacing defective parts (Article 115 (2) and Appendix 17 of the draft).
