2. Reason for proposal and main contents

To promote the safe management of hazardous substances, the development of safety technologies to prevent accidents, and the sound advancement of hazardous materials safety management, the Act on the Safety Control of Hazardous Substances has been revised (Law No. 20315; promulgated on February 20, 2024; implemented on February 21, 2025) to newly establish the basis for founding an association dedicated to hazardous materials safety management. This revision aims to improve and supplement some of the deficiencies revealed in the operation of the current system by specifying the necessary matters as delegated by the revised Act, including the procedure for authorizing the foundation of associations and the contents to be indicated in the by-laws.
