2. Reason for proposal
The revision to the Enforcement Rules of the Act on Support for Welfare and Self-Reliance for the Homeless have been enforced (March 27, 2024) to provide human rights education under the supervision of the Ministry of Health and Welfare, having previously been supervised by the National Human Rights Commission. This bill has been proposed to clarify the relevant grounds for the designation, revocation, etc. of human rights education institutions and to provide grounds for the completion of continuing education in order to upgrade the expertise and improve the qualifications of homeless facility workers.
3. Main contents
a. It provides the obligation to complete human rights education as prescribed by the Ministry of Health and Welfare Ordinance (Article 20 (1) of the draft).
b. It provides for the designation of Human Rights Education Institutions (Draft Article 20, Paragraph 3).
c. It newly establishes provisions on the revocation of designation as a human rights education institution and suspension of service (Article 20 (4) of the draft).
d. It newly establishes the grounds for homeless facility workers to complete refresher education (Article 20-2 (1) of the draft).
e. It provides for the designation of refresher education institutions (Article 20-2 (2) of the draft).
f. It newly establishes for the revocation of designation and suspension of service of refresher education institutions (Article 20-2 (3) of the draft).
