1. Reason for Revision
To ensure that every student has access to diverse educational opportunities aligned with their talents and aptitudes, in response to rapid societal changes such as the decline in the school-age population and the diversification of the job market, autonomous private high schools, foreign language high schools, and international high schools will remain within the public education system. Accordingly, the proposed revision seeks to improve the procedures for designating various types of schools or for canceling the designation of schools that do not align with the purpose of designation.
Also, as autonomous private high schools are remained, the revision allows autonomous private high schools to operate autonomous curricula in accordance with their establishment and designation purpose by establishing standards for admissions procedures, corporate transfer funds, and curriculum operation for autonomous private high schools. Additionally, it seeks to detail procedures for schools facing operational difficulties to apply for support to restore normal school operations.
In addition, the revision is intended to make autonomous recruitment possible through discussions with the Ministry of Education based on school's needs by clarifying the documents to be prepared if nationwide student recruitment is necessary due to organization and operation of the curriculum and the characteristics of academic operation.
2. Main Contents
A. In order to provide students and parents with a variety of education desired within public education, the methods to designate autonomous private high schools and to request cancellation of designation are remained (Article 56, Article 57, Article 61, Article 62, and Article 63 of the draft).
B. Improvement of the system related to special provisions for student recruitment in accordance with Article 81-2 of the Enforcement Decree.
1) Establishment of matters for consultation with schools seeking to obtain special provisions for student recruitment (Article 70 of the draft).
2) Establishment of the standards on corporate deposits to be made by the schools to obtain special provisions for student recruitment (Article 77 (2) of the draft and Article 2 of Addendum).
C. Improvement of the system related to operation of autonomous private high schools
1) Establishment of requirements and detailed provisions that companies must meet to support autonomous private high schools in order to promote employee welfare (Article 71 of the draft).
2) Establishment of standards on admission and operation of the curriculum for autonomous private high schools (Article 72 and Article 78 of the draft).
3) Establishment of regulations on the designation standards, application procedures, and deliberate organizations for schools subject to operational normalization among autonomous private high schools (Article 79, Article 80 and Article 81 of the draft).
4) Delegation so that the matters required for designation, cancellation of designation, and operation of autonomous private high schools may be established as city/provincial regulations (Article 82 of the draft).
