1. Reason for Revision

As the Water Supply and Waterworks Installation Act has been revised (Law No. 20118; promulgated on January 23, 2024; effective from January 24, 2025) to allow the Minister of Environment may certify a water purification plant of a general waterworks business operator equipped with waterworks facilities capable of supplying sanitary and safe raw water or processed water by removing harmful factors that may occur in the process of supplying raw water or processed water as a water purification plant with sanitation and safety, the proposed revision prescribes the matters delegated by the Act and the matters necessary for its implementation. 

2. Main Contents

a. The revision contains provisions on the method and procedure for certifying the sanitation and safety of water purification plants, such as the targets of certification, the submission of applications for certification, the method of certification evaluation, the issuance of certificates, and the recertification procedure, etc. (Article 22-6 of the draft)

b. The revision establishes standards for the sanitation and safety certification of water purification plants (Attached Table 3-5 of the draft).

c. The revision prescribes the application form for the sanitation and safety (re)certification of water purification plants and the sanitation and safety certificate form for water purification plants (Attached Form 6-8 and attached Form 6-9).
