1. Reason for Revision

The proposed revision intends to relax the standards for the limitation of breeding facilities, improve the regulations for poor registered farmers of Korean native cattle and beef cattle breeding businesses, and supplement the law enforcement systems in order to allow prior measures to be taken to resolve the causes of changes and difficulties in livestock management conditions and supply instability.



2. Main Contents

A. In the case of registered farmers of Korean native cattle and beef cattle breeding businesses with relatively narrow breeding facilities, the revision extends the subjects for exclusion from the calculation of breeding density from 3-month-old calves to 8-month-old calves (Attached Table 1 of the draft).

B. The revision relaxes the standard for the number of layers of cages for laying hens to not more than 12 layers of the EU standards in consideration of egg supply and field conditions; further, as Article 4 (1) of the Addenda of the Enforcement Decree of the Livestock Industry Act (Presidential Decree No. 29041) prescribes that, if a laying hen breeder breeds laying hens in cages, the cages shall be changed to 9 or fewer layers by August 31, 2033, but a basic provision is established for no application of this obligation (Attached Table 1 of the draft).

C. If modernized high-end facilities are equipped for parent stock chicken and parent stock duck breeding business and broiler chicken and duck breeding business, facility standards are prepared so that 6 or fewer layers may be installed. Additionally, when calculating the area per animal for breeding facility, the standard will be based on the floor area of each layer (Attached Table 1 of the draft).

D. In order to increase the supply of Jersey dairy cattle suitable for the production of dairy products, the revision establishes relaxed breeding density compared to the existing standards for Holstein cattle (Attached Table 1 of the draft).

E. As the existing examination standards for parent stock pigs do not reflect the change in shipping weight in pig markets (from 90 kg in 1990 to 116 kg in 2021), it was limited to supply farmers with accurate information on parent stock pigs; therefore, the revision changes the examination standard weight from 90 kg to 105 kg and supplements the corresponding examination standards (Attached Table 1 of the draft).

F. The revision prescribes in detail the installation standards including duck separation paths in order to improve confusion in the field, and establishes exclusion provisions to avoid the installation of unnecessary facilities (Attached Table 1 of the draft).

G. The revision establishes application standards for determining cumulative counts in administrative weighted dispositions, specifying that previous dispositions issued beyond a certain period will be excluded from consideration (Attached Table 2, attached Table 3, and attached Table 4 of the draft).

H. The revision relaxes the qualification conditions for manpower under the conditions for the designation of cattle improvement agencies so that, if a license of a cattle industry engineer is obtained during working in animal breeding or genomics areas, the career before obtaining such license is also included in the corresponding career (Article 11 (2) of the draft).
