1. Reason for Revision

The purpose of this revision is to mandate the submission of actual measurement maps of mountain districts contained in spatial information files when applying for or declaring licenses for the conversion of mountain districts to other usages so that such areas can be safely managed and protected from forest disasters such as landslides. In so doing, the Minister of the Korea Forest Service, licensing authorities, and heads of dedicated agencies will be able to utilize such spatial information files for preventing forest disasters, etc.

2. Main Contents

a. Introduction of the definition of “spatial information” (Newly establishment Subparagraph 5 of Article 2 of the draft).

The revision defines the “spatial information” that may be applied to the Operating Regulations of the Mountain Districts Conversion Integrated Information System.

b. Establishment of registration and utilization of spatial information (Newly establishment Article 4-3 of the draft).

Among the documents to be submitted when applying for, or declaring the acquisition of, approvals or permits using the system, “actual measurement maps” should be submitted by registering a standard spatial information file containing location data in the system. However, it will be excluded when submitting documents listed under Items (a), (b), and (d) of Article 15 (3) 3 of the Enforcement Rule of the Mountain Districts Management Act. The Minister of the Korea Forest Service, licensing authorities, and heads of dedicated agencies will be able to utilize the registered spatial information files to ensure that mountain areas are safely managed from forest disasters, etc.
