1. Reasons for Revision and Main Contents

Since the Act on Promotion of the Transportation Convenience of Mobility Disadvantaged Persons has been revised (Law No. 19674; promulgated on August 16, 2023; effective from on February 17, 2025 and Law No. 20038; promulgated on January 16, 2024; effective from January 17, 2025) to make it mandatory for taxi and bus drivers to receive training on services for the transportation of disadvantaged persons, to stipulate the requirements and disqualifications for drivers of special vehicles, and to establish the basis for the development of transportation welfare indicators, the proposed revision seeks to provide the matters delegated by the Act, such as the scope of persons who must receive training for the transportation of disadvantaged persons, the requirements for driving special transportation vehicles, and other matters necessary for its implementation.
