1. Reason for Revision
As the Motor Vehicle Management Act has been revised (Law No. 20176; promulgated on January 30, 2017; effective from January 31, 2025) to provide the basis for providing maintenance technology education to technical personnel such as maintenance managers, the proposed revision sets forth the matters delegated by the law, such as the contents and methods of providing maintenance technology education, and the matters necessary for its enforcement, while improving and supplementing certain deficiencies identified in the operation of the current system, including expanding the online re-inspection items for which consumers will not need to undergo re-inspection by visiting an inspection center in person.
2. Main Contents
a. The revision rationalizes the periodic inspection periods for motor vehicles that have undergone a change of ownership (Article 77 (3) of the draft).
b. The revision adds to the online re-inspection items such cases as those involving tire damage and wear, non-use of standard window glass products, and damages (Article 81 of the draft).
c. The revision expands the requirements for the appointment of a maintenance manager at businesses specializing in automobile maintenance (Article 135 of the draft).
d. The revision introduces an education/training system for maintenance technicians and provides the contents and methods of maintenance technology training and the criteria and procedures for designating specialized training institutions (Articles 136-2 to 136-4 of the draft).
e. The revision provides the statutory basis for the formation and operation of a consultative body among specialized education and training institutions for maintenance technology personnel (Article 136-5 of the draft).
