1. Reason for Revision
The Aviation Safety Act has been revised (Law No. 18789; promulgated on January 18, 2022; effective from January 19, 2025) to require aviation personnel holding an aviation medical certification to report any deterioration in their physical or mental condition to the Minister of Land, Infrastructure, and Transport. Accordingly, the proposed revision aims to establish the matters delegated by the law and the matters required to implement them, such as the standards for and methods of reporting in detail.
2. Main Contents
A. The revision newly establishes the standards for and detailed methods of reporting a deterioration of their physical or mental condition by aviation personnel who hold an aviation medical certification (Article 96-3 of the draft).
B. The revision provides administrative disposition standards for cases where aviation personnel fail to report deterioration in their physical or mental condition (Attached Table 10 and attached Table 10-2 of the draft).
