1. Reason for Revision

The proposed revision aims to reflect the technical standards approved for special construction works in construction standards, such as those for improving the tensile strength of wire ropes, and to secure safety from the construction stage by strengthening the safety standards for circular monorails, which have many accidents recently, while revising the relevant regulations to meet the requirement for international harmonization regarding the introduction of new systems.

2. Main Contents

a. The revision adds a definition of multi-purpose wire rope (Article 2 of the draft). 

b. The revision reflects the technical standards for special construction approval (Revised Article 7, Article 8, Article 10, Article 22, and Article 41 of the draft).

c. The revision provides detailed provisions on the relocation interval and length of hanging wire ropes (Newly established Article 7 of the draft).

d. The revision tightens the standards for standing area per capita (Revised Article 15, Article 43, and Article 57 of the draft).

e. The revision simplifies the provisions concerning the application of seismic designs (Revised Chapter 3, Section 2 of the draft).

f. The revision strengthens the standards for equipping devices such as a speedometer and odometer (Revised Article 14, Article 30, Article 32, Article 48, and Article 61 of the draft).

g. The revision adds new provisions on battery-powered and circular monorail safety devices and facilities (Revised Article 61, Article 61-2 of the draft).

h. The revision simplifies technical terms by replacing terms related to “kanji” such as “gube” [gradient] with easier-to-understand terms like “kiwulgi” [inclination] (Revised Article 10, Article 11, Article 39, Article 48, Article 55, and Article 61 of the draft).
