1. Reason for Revision
The Enforcement Decree of the Fisheries Seed Industry Promotion Act has been revised to expand the types of permits authorizing the production of seeds by fisheries so that anyone can produce seeds inclusively by using a water surface, for the purpose of fostering the fisheries seed industry in a sustainable manner. The proposed revision aims to conditionally relax the permit restriction standards to allow the joint use of breeding water supply facilities to promote the fisheries seed intermediate development industry, including the pilot development of an intermediate development complex that integrates the production structure of fisheries seeds with automated equipment, while reorganizing the regulations on permit applications and facility standards for each type of fisheries seed production.
2. Main Contents
a. The revision reorganizes the facility standards for each type of permit in order to increase the types of permits available for the fisheries seed production industry (Article 13, Article 16, and attached Table 3 of the draft).
○ The revision stipulates that documentary evidence of the relevant facilities may be provided as new types of permits have been introduced, and also provides the facility standards for each type of permit.
b. Conditional relaxation of the permit restriction criteria for the fisheries seed production industry (Article 19 of the draft)
○ The revision conditionally loosens the permit restriction criteria to allow the joint use of breeding water supply facilities when production facilities are divided into separate facilities, rather than the facilities being divided into simple compartments.
c. The amendment supplements and improves the Application Procedure for Permits for Changes in Fisheries Seed Production Businesses. (Draft Article 24)
○ The revision supplements and improves the procedure for applying for a permit to change the items already permitted by specifying the items of the six permits that require approval for a change.
