Reason for Amendment
The scope and content of the pre-planning phase for educational facilities, which must be carried out on-site in schools, have been found to be excessive, leading to increased difficulties for school staff and education (support) office personnel, and identified as a major cause of project delays. To address this, the amendment seeks to clarify and simplify the tasks to be performed during the pre-planning phase, without undermining the purpose of pre-planning, thereby enhancing its effectiveness. Additionally, errors in the current guidelines and certain shortcomings will be improved and supplemented.
Key Contents
a. The scale of the facility will be set by considering user scale, curriculum, teaching methods, and similar projects (Article 8 of the draft).
b. When conducting an educational status survey, the educational conditions of the target school area will be added to allow for projects suited to the regional context (Article 13 of the draft).
c. User participation will be enhanced by setting the focus and distinctive curriculum of the target school and proposing spaces accordingly, while also reducing the scope of tasks to alleviate the burden of user participation (Article 16 of the draft).
d. When planning the building's space, additional consideration will be given to spaces related to the focus (specialized) curriculum and associated spaces (Article 19 of the draft).
e. The personnel criteria for designating specialized institutions will be aligned with the Enforcement Decree of the Building Services Industry Promotion Act, requiring the securing of at least five specialized personnel (Article 29 of the draft).
f. A basis for utilizing data for appropriateness review will be established, promoting data-driven educational facility projects (Article 36 of the draft).
g. Simplification of the business plan form for the appropriateness review application (Appendix Form No. 2).
