1. Reason for Revision
The revision aims to streamline the process for the design approval of radioactive material containers and related inspections by requiring the submission of the quality assurance plan for manufacturing at the design approval stage. Additionally, it seeks to clarify the application timeline for the manufacturing and usage inspections of the containers by specifying that the application for inspections must be made 60 days in advance. This revision is intended to address and improve some shortcomings in the current system.
2. Main Content
1) Unification of the Submission Timing for the Quality Assurance Plan for the Design Approval of Transport Containers (Amendment of Enforcement Rules, Article 105, Paragraph 2 and Article 108, Paragraph 1, Subparagraph 1)
The provision allowing for the submission of the "Quality Assurance Plan for Manufacturing" at the manufacturing inspection stage, as an exception to the requirement under Article 76 of the
Nuclear Safety Act, is deleted to align with the higher law. The quality assurance plan must now be submitted during the design approval application process.
2) Clarification of the Application Deadline for Transport Container Inspections (Amendment of Enforcement Rules, Article 108, Paragraph 1 and Article 109, Paragraph 1)
When applying for the manufacturing inspection or usage inspection of transport containers, the application documents must be submitted 60 days before the inspection.
