1. Reason for the Amendment
To improve the accuracy of earthquake information, the amendment aims to add input/output response testing items for indoor calibration through continuous acquisition of technology and infrastructure. It also seeks to reflect improvements based on conformity assessment results according to the National Standards Basic Act, ensuring that earthquake observation equipment exempted under Article 11, Section 1 of the Act, will also display a certification mark. The amendment includes the removal of the National Integrated Certification Mark (KC) from the certification system for maintenance targets and includes a reduction in the fee for providing earthquake data, in order to improve and complement some shortcomings identified in the current operational system.

a. Inclusion of Earthquake Observation Equipment Exempted Under Article 11, Section 1 of the Act in Certification Mark Requirement (Article 3-5)

• Expands the requirement for displaying certification marks to include earthquake observation equipment exempted from the requirements under Article 11, Section 1 of the Act.

b. Specification of Designated Certification Agencies (Article 3-4)

• Clarifies the details of the announcements regarding the designation of certification agencies.

c. Expansion of Testing Items for Observation Equipment (Annex 1)

• Expands the testing items for earthquake observation equipment.

d. Removal of National Integrated Certification Mark (KC) from Certification Mark Requirement (Annex 2)

• Removes the requirement for the National Integrated Certification Mark (KC) on certain certification items.

e. Reduction of Fees for Providing Earthquake Data, Including Reduction in the Fee for Processing Data (Annex 3)

• Reduces the fee for providing earthquake data, including lowering the fee for processing computerized data.
