1. Reason for the Amendment
Under the current "Operating Regulations on Elevator Installation and Safety Inspections," it is mandatory to install safety components (8 types for elevators and 5 types for escalators) for aging elevators that are 21 years old or older. However, in exceptional cases for multi-family housing and buildings, the deadline for installing these safety components can be extended by 3 years if two-thirds of the residents agree. Despite this, due to the lack of effort from the management entity, elevators were not equipped with safety components, leading to halted operations that cause severe inconvenience to elderly people, hinder emergency patient transport, and create concerns for accidents. As a result, the amendment seeks to strengthen the conditions for extending the installation deadline to ensure practical compliance and address certain shortcomings in the current system.

When minor issues that do not meet the installation inspection standards are corrected, or when a conditionally passed safety inspection is completed, the relevant facts must be reported to the agency, which will verify them within the given deadline.

If an elevator that has had its safety inspection postponed is to be used, the procedure for applying to the agency for a safety inspection and undergoing the inspection will be specified.
c. Strengthening Conditions for Extension of the Safety Component Installation Deadline (Addendum Article 2)
