1. Reason for the Amendment
The amendment to the biomass supply certificate (REC) weighting is in response to the joint effort by the Ministry of Environment and other relevant ministries to establish the "Biomass Fuel and Power Market Structure Improvement Plan" ('24.12).
2. Key Provisions
a. Revision of Biomass Supply Certificate (REC) Weighting (Amendment to Annex 2, Addition of Annex 2-4)

The weighting for woody biomass fuels (wood pellets, chips, unused wood pellets, chips, Bio-SRF) will not apply to new biomass facilities.

The weighting for wood pellets and chips will be reduced for existing biomass facilities:

(Group I Supply Obligation) For combustion facilities, the weighting will be adjusted sequentially from 2025 to 2027 ('25: 1.0 → '26: 0.75 → '27 onward: 0.5).

For co-combustion facilities, weighting will be adjusted starting in 2025 (0). For other power producers, adjustments will be made starting in 2026 (with a 1-year grace period) based on operational years.
