1. Reason for Enactment
To manage carbon emissions from international aviation, the "International Aviation Carbon Emissions Management Act" (Act No. 20336, enacted on February 20, 2024, and effective on August 21, 2024) and its subordinate regulations have been established. This aims to define the details necessary for monitoring, reporting, and verification of aviation fuel usage and international aviation carbon emissions, as well as the offset obligations of obligated entities to offset and reduce international aviation carbon emissions, as delegated to the Minister of Land, Infrastructure, and Transport.

2. Main Content
a. Establishment of methods for monitoring international aviation carbon emissions, details for preparing monitoring plans, and criteria for changes (Articles 3 and 4)
b. Establishment of detailed provisions for preparing international aviation carbon emissions reports, usage standards for CORSIA-compliant fuels, and reporting of fuel usage performance (Articles 5 through 7)
c. Establishment of detailed provisions for calculating the offset obligations of obligated entities, preparing emission reduction (verification) reports, and defining the scope of exemptions from obligations (Articles 9 through 11)
