1. Reason for Amendment
To enhance the evaluation of results from detailed safety inspections and safety diagnoses under Article 18 of the *Special Act on the Safety and Maintenance of Facilities*, the amendment aims to expand the scope of facilities subject to detailed safety inspections and safety diagnoses. It also seeks to adjust the criteria for classifying evaluation results as "insufficient," "poor," and "very poor."
2. Key Provisions
- *Inclusion of Inspections and Diagnoses Rated as "Insufficient"*
- In addition to those rated as "poor" and "very poor," detailed safety inspections and diagnoses performed by those who received a rating of "insufficient" will also be subject to evaluation (Article 63).
- *Adjustment of the Criteria for "Insufficient" Ratings*
- The criteria for classifying detailed safety inspections as "insufficient" will be adjusted from under 60 points to under 65 points, and for detailed safety diagnoses, from under 70 points to under 75 points (Article 64, Paragraph 6 and Article 76, Paragraph 2, Item 2).
- *Adjustment of the Evaluation Criteria for Major Evaluation Items in Reports*
- If a major evaluation item in the report is rated as failing (less than 40% of the total points), the classification will be adjusted to "poor" for one item and "very poor" for two or more items (Article 76, Paragraph 2, Items 3 and 4).
