1. Reason for Revision- In accordance with the amendment of the "Motor Vehicle Management Act" (amended and promulgated on September 14, 2023, effective March 15, 2025), a safety inspection system is introduced to enhance the safety of motorcycles and prevent accidents.
- The details regarding inspection targets, frequency, validity period, inspection items, methods, and the designation and cancellation of inspection institutions are specified in a joint ordinance (Ministry of Land, Infrastructure and Transport - Ministry of Environment).
2.Main Content
- Motorcycle Usage Inspections (for large motorcycles after de-registration and re-registration),
Periodic Inspections (3 years after initial registration, then every 2 years),
Tuning Inspections,
Temporary Inspections, and
Re-inspection targets and procedures established.
- Specification of motorcycle inspection items (19 items including identity verification, dimensional measurement, etc.) and detailed criteria for non-compliance (e.g., tire cracks, fuel system leaks), as well as provisions for on-site inspections in remote areas.
- Procedures for
Periodic Inspection Orders if the motorcycle exceeds the inspection period,
Restoration Orders for motorcycles found non-compliant with safety standards, and
Temporary Inspection Orders (including possible suspension of operation orders).
- Detailed standards for
Designated Motorcycle Repair Businesses, including facility and equipment requirements (automobile repair business registrants are required to meet these), personnel standards, and criteria for cancellation of designation and dismissal of personnel.
- Motorcycle Technician Training (new training and regular training every 3 years), criteria for the designation of specialized training institutions including facilities, equipment, and personnel standards, and criteria for corrective orders and de-designation.
