1. Background of Promotion
Autonomous vehicles are a key driver of national economic growth, and the government is actively promoting the development of related systems and supporting technological advancements. Currently, Level 3 autonomous vehicles can be produced and sold due to the completion of system foundations, such as vehicle safety standards.
- However, the international safety standards for Level 4 autonomous vehicles are delayed, causing challenges for companies in creating revenue models through the production and sale of Level 4 autonomous vehicles.
- In response, the Ministry of Land, Infrastructure, and Transport (MOLIT) has established a performance certification system for autonomous vehicles without international safety standards, allowing businesses to engage in transactions and operations through separate performance and safety verifications. This is part of the revision of the Autonomous Vehicle Act (March 2024). Additionally, subordinate regulations are needed to implement system requirements, including approval standards for autonomous vehicle conformity.
- According to the revised Act, Article 40, Paragraph 2, automobile manufacturers are required to report to the Minister of Land, Infrastructure, and Transport if they intend to modify minor items related to the performance certification. Therefore, detailed criteria for the conditions under which changes can be reported need to be established.
