Reason for Amendment
The amendment seeks to include substances designated as controlled substances by the United Nations or those that are at risk of being abused as substitutes for narcotics, into the scope of narcotics or psychoactive pharmaceuticals.

a. Expansion of the Scope of Narcotics and Psychoactive Pharmaceuticals (Attachments 2, 4, and 6)

• Seven substances, including N-Pyrrolidino protonitazene, which have been designated as controlled substances by the United Nations or are considered to have a high risk of abuse, will be included in the list of narcotics or psychoactive pharmaceuticals.
