  1. Reason for Amendment

  • There are no performance verification standards for indoor decorative products under multi-use facility regulations, and it is difficult to guarantee the actual performance of the products when utilizing test reports or other methods.

    • Rep. Oh Young-hwan expressed the need to introduce a material recognition system for indoor decorative products during the National Assembly audit (October 13, 2023).

  • Ambiguous regulations regarding the installation standards for gas leak detectors and circuit breakers, as well as for main entrances and emergency exits, cause confusion in law enforcement and complaints.

  • In the event of a fire on another floor within the same building, automatic doors do not open except on the fire-affected floor, which may hinder evacuation. Therefore, linking the opening of the doors with the receiver is necessary.

  1. Key Contents

  • (Indoor Decorations) At the completion reporting of safety facilities in multi-use establishments, documents certifying the (semi-)fire-resistant performance of products must be submitted, and the performance will be verified with a compliance mark on-site.

    • The Fire Agency will establish an official notice to regulate the (semi-)fire-resistant material performance standards for indoor decorations in accordance with the "Quality Recognition and Management Standards for Building Materials," etc.

  • (Circuit Breakers and Gas Leak Detectors) Regulations for the installation of gas leak detectors and circuit breakers will be specified.

    • Gas leak detectors will be installed according to the "Liquefied Petroleum Gas Safety Management and Business Act" and "City Gas Business Act," while circuit breakers will be installed in accordance with the "Electricity Business Act."

  • (Emergency Exit Installation) Clear standards for the horizontal distance between the main entrance and the emergency exit will be defined.

    • The horizontal distance from the centerline of the main entrance to the centerline of the emergency exit must be at least half of the larger of either the building's longest diagonal length or the largest dimension of the width and height.

  • (Automatic Door Improvement) When installing automatic doors, they will be linked to the receiver, rather than a detector, to eliminate concerns that automatic doors will not open on floors other than the fire-affected floor.
