  1. Reason for Amendment
    The amendment aims to clarify the standards for winding the wire rope on tower crane drums, thereby enhancing the safety of tower crane components. It also seeks to install work recording devices on tower cranes to identify the causes of accidents and prevent misconduct, contributing to the establishment of order at construction sites. Additionally, the amendment proposes the removal of regulations concerning the lifting chain, which is not used in tower cranes, in order to address certain shortcomings in the current system.

  2. Key Contents
    a. The angle of the fleet when winding wire ropes on the drums of lifting devices, such as winches, will be specified to be between 0.5 and 4 degrees (Article 101 of the proposed amendment).
    b. The provisions concerning lifting chains, which are not used in tower cranes, will be deleted (Article 105 of the proposed amendment).
    c. A regulation will be introduced requiring the installation of work recording devices on tower cranes used in construction sites (Article 117-2 of the proposed amendment).
