[Background]
As the "Act on Support for Research and Development of Corporate Research Institutes, etc." was enacted (Act No. 20727, enacted and promulgated on January 31, 2025, and effective from February 1, 2026), the purpose of this (Enforcement Decree) is to prescribe matters delegated by the Act and those necessary for its enforcement.
[Main Points]
1. Prescribing matters concerning the basic management of corporate research institutes, etc., including the compilation of statistics, status surveys, and the establishment and operation of an information management system (Draft Articles 4 to 5).
2. Prescribing the standards for recognition, as well as procedures and operational compliance requirements for corporate research institutes, etc., such as application, notification of changes, orders for supplementation, and issuance of recognition certificates (Draft Articles 6 to 9).
3. Prescribing matters concerning support for corporate research institutes, etc., including support for technology development, support for R&D personnel, operational training, and the designation and support of outstanding corporate research institutes (Draft Articles 10 to 13).
4. Prescribing matters related to operation, such as the designation of the Technology Development Day and the designation, operation, order for correction, suspension of business, cancellation of designation, and public announcement regarding the Corporate R&D Support Center (Draft Articles 14 to 15).
5. Prescribing supplementary provisions, such as the delegation of authority, request for data provision, processing of unique identifying information, and standards for imposing administrative fines (Draft Articles 16 to 19).
