[Background]
The government revised the Act on the Promotion of the Transportation Convenience of Mobility Disadvantaged Persons to mandate the introduction of low-floor buses when route buses are replaced or retired, thereby ensuring the mobility rights of transportation disadvantaged persons, such as the elderly, persons with disabilities, and pregnant women.
However, the current standards for the low-floor bus standard model only specify minimum requirements, leading to ongoing inconvenience for transportation disadvantaged persons during use. Therefore, there is a need to strengthen and improve domestic standards in light of international standards (UN/ECE R107) and the practices of major countries (e.g., Japan's low-floor bus standard specifications).
[Main Points]
(Strengthening Standards for Low-Floor Bus Standard Models) Strengthening the requirements for the installation of convenience facilities for transportation disadvantaged persons to ensure they can use the buses conveniently and safely.
(Improvement of Safety Standards for Low-Floor Bus Standard Models) Establishing detailed measurement and testing methods to verify whether the performance standards for convenience facilities for transportation disadvantaged persons are met.
