As the "Aviation Safety Act" was amended (Act No. 20981, promulgated on May 27, 2025, and effective on November 28, 2025) to establish a new qualification system for specialized Air Traffic Controllers, the purpose of this (amendment) is to prescribe matters delegated by the Act—such as the acquisition of ratings for the specialized Air Traffic Controller certificate—and matters necessary for its enforcement. Furthermore, it aims to improve and supplement deficiencies observed in the operation of the current system by modifying some phrases to comply with international standards.
