Reasons for Proposal

The current Act stipulates that fireproof finishing materials shall be used for the outer walls of any building that is located in a commercial zone and has a total floor area of not less than 2,000 square meters for multi-purposes, and any high-rise building that has not less than 30 floors or is not less than 120 meters high, etc.
The purpose of such provisions is to prevent loss of lives and property damage that may arise from failure to prevent the spread of fire to neighboring floors and buildings where flammable finishing materials have been used for the outer walls of buildings.
However, the current Act does not prescribe separate performance standards for the finishing materials of doors and windows installed in the outer walls of high-rise buildings, etc. This causes a concern that in the event of fire in a high-rise building, etc., the flames may cause damage by spreading via doors and windows made of flammable materials.
Accordingly, the Amendment prescribes that fireproof finishing materials shall be used for doors and windows installed in the outer walls of high-rise buildings, etc. (Article 52, paragraph 2).

Major Provisions

Obligate any person who applies for a building permission or files a building report to use fireproof finishing materials for the outer walls of buildings and for any doors and windows installed therein (Article 52, paragraph 2).
