Reasons for Proposal

The nation has been shocked by the recent "radon scandal" over certain beds manufactured with a mineral powder that have been found to emit large amounts of radon, a Group 1 carcinogen. 
The current Act strictly controls exporters, importers, sellers, etc., of source materials and by-products from processing by requiring them to register as a person responsible for handling, and to file a declaration of exportation or importation with the Nuclear Safety and Security Commission, report on the current status of distribution, or file reports on treatment, disposal, and recycling, etc. For processed products, however, the Act only prescribes safety standards to be met by the products and does not stipulate control procedures such as the registration of manufacturers of processed products.
Accordingly, the Amendment requires manufacturers, exporters, and importers of processed products to file a registration with the Nuclear Safety and Security Commission, and to undergo investigations conducted by a specialized institution to check for compliance with the safety standards, thereby aiming to better protect the health of the people from radiation (Article 10, Article 15, etc.).

Major Provisions

Obligate manufacturers, exporters, and importers of processed products to file a registration with the Nuclear Safety and Security Commission (Article 15, paragraph 1)
Obligate manufacturers (who are registered with the Nuclear Safety and Security Commission) to undergo investigations to verify whether the processed products that they manufacture, export, or import meet the safety standards, and to report the results thereof (Article 15, paragraph 4)
