Reasons for Proposal

The current Act stipulates that an interested person of an object of fire safety shall appoint a fire safety controller and assistant fire safety controller to perform affairs concerning fire safety control. It also requires the interested person, management business operator, or qualified technical expert of a specific fire-fighting object to conduct regular inspections of fire-fighting systems or such; and prescribes that where a management business operator has completed an inspection, the interested person shall submit a report on the inspection results to the head of a fire station.
However, critics point out that the training requirements to apply for the fire safety controller qualification examination and the difficulty level of the examination are too low relative to the importance of and responsibilities pertaining to fire safety control.
Moreover, there is growing public anxiety over fire safety as interested persons of specific fire-fighting objects who conduct in-house inspections of fire-fighting systems or such are not subject to the real-name inspection system, and even in cases where a management business operator has conducted an inspection, the inspection record sheet is not displayed or is displayed in a location that is not easily noticeable by persons entering and exiting the premise.
Accordingly, the Amendment aims to enhance the competitiveness of fire safety controllers by specifying a minimum training hour requirement to apply for the fire safety controller qualification examination, and by prescribing that there shall be a maximum number of successful candidates. It also strengthens fire safety by prescribing that where the interested person, management business operator, or qualified technical expert of a specific fire-fighting object has conducted an inspection of fire-fighting systems or such, the interested person shall complete the inspection record sheet and display it in a location that is easily noticeable by persons entering and exiting the premise of the specific fire-fighting object (Article 20, Article 25, Article 41, Article 50, etc.).


Major Provisions

Prescribe that where the interested person, etc., of a specific fire-fighting object has conducted an inspection, the interested person shall record the date and time of the inspection, name of the inspector, inspection results, and other matters concerning the inspection in an inspection record sheet, and display it in a location that is easily noticeable by persons entering and exiting the premise of the specific fire-fighting object (Article 25, paragraph 3).
