Reasons for Proposal
The nation has been shocked by the recent scandal over large amounts of radon, a Group 1 carcinogen, detected in beds manufactured using a mineral powder.
Unlike source materials and by-products from processing, the current Act only specifies the safety standards for processed products without any of the procdeures for management such as the registration of manufacturerse of processed products.
Moreover, the scope of inspections of actual conditions of safety control of radiation in the natural environment does not include regular health check-ups for workers who handle radioactivity-inducing products, resulting in a decreased awareness of the potential victimization of workers at factories manufacturing such products.
Accordingly, the Amendment requires any person who manufactures, exports, or imports processed products to file a registration with the Nuclear Safety and Security Commission, and to undergo inspections conducted by specialized institutions to check for compliance with safety standards (Article 10, Article 15, etc.); and requires persons responsible for handling and manufacturers to provide workers with regular health check-ups; thereby aiming to strengthen protection of the people’s health against radiation (Article 14 and Article 23, paragraph 1, subparagraph 1-2).
Major Provisions
Obligate workers who handle or manage source materials or by-products from processing to undergo regular health check-ups (Article 14, paragraph 1, subparagraph 5)
Obligate any person who intends to manufacture, export, or import processed products to file a registration with the Nuclear Safety and Security Commission (Article 15)
