Reasons for Proposal
Due to a recent unfortunate accident where a child left behind on a childcare center school bus in the extreme heat lost his/her life, there has been a public outcry for measures to prevent any recurrence of such accidents.
The current Act provides that any drivers of school buses for children shall check whether children or infants aboard have alighted from the school buses after the completion of his/her driving service each time, but there are no provisions requiring the installation of a device to check whether they alighted from the school buses, such as a sleeping child check system.
Accordingly, this Amendment aims to obligates drivers of school buses for children to install a device to check whether children or infants aboard alighted from the school buses, thereby preventing the accidental death of a child left behind on the school bus (Article 53, paragraph 4).
Major Provisions
Operators of school buses for children shall install a device to check whether children or infants aboard alighted from the school buses prescribed by Presidential Decree, and drivers of school buses for children shall check whether children or infants aboard alighted from the school buses after the completion of his/her driving service each time (Article 53, paragraph 4).
