Reasons for Proposal
The current Act prescribes that guardians riding together with children on a school buse for children shall check that children safely get on/get off such bus and that drivers and operators of school buses for children shall receive safety training regarding school buses for children, thereby preventing accidents thereof.
Despite such regulations, accidents related to school buses for children have continuously recurred, so critics say that legal/systematic improvement measures should be taken to secure the safe operation of school buses for children.
In response, this Amendment aims to require alarm devices and visual information processing devices which check whether children get off of school buses for children to be installed, thereby preventing accidents related to school buses for children and ensuring the safe operation of school buses for children
Details
A. Require a person operating a school bus for children to install visual information processing equipment in such bus, thereby enabling a driver of such bus to check the inside, back, and side, etc., of the vehicle through a monitor screen, and to install an alarm device which checks whether all of the children have got off of such bus, thereby preventing a situation where there is a child left alone in the vehicle after the operation of the school bus has ended (Article 53 (5) newly inserted)
B. Allow the State and local government to subsidize all or part of the costs required for installing and operating visual information processing equipment and alarm devices (Article 53 (6) newly inserted)
Major Provisions
Require a person operating a school bus for children to install and operate visual information processing equipment (meaning a device which enables a driver from the driver’s seat to check the interior, back, and side, etc., situation of the vehicle through a monitor screen via camera installed in the vehicle) on such bus, and to install an alarm device (meaning an alarm device which allows the driver to turn off the engine and close the doors after pressing a button located in the backmost part of the school bus) which ensures the driver checks whether there are any children who failed to get off of such bus (Article 53 (5)).
