Reasons for Proposal
The current Clean Air Conservation Act prescribes that an air pollutant-emitting business entity shall install and operate measuring devices to check whether emitting facilities comply with permissible emission levels and also prescribes a scheme for entrusting the management of measuring devices to an agency to maintain the reliability of measurements.
However, the Act does not contain provisions concerning professional training of technical staff specialized in measuring devices to increase the accuracy of measuring devices and ensure high-quality operation and management, despite the importance of such training. The Water Environment Conservation Act (Article 38-8) prescribes compulsory training of technical staff specialized in measuring devices.
Accordingly, the Amendment aims to improve the professionalism and accuracy in monitoring air pollutant-emitting facilities by stipulating that agents for managing measuring devices shall organize professional training for the technical staff concerned as prescribed by the Ordinance of the Ministry of Environment (Article 32-2).
