Reasons for Proposal
Although the services industry is playing a crucial role in employing people and creating added value in Korea's economy, its productivity remains low compared to that of manufacturing. In response, this bill aims to strengthen the policy promotion system by establishing and operating the Service Industry Development Committee, a policy consultative body related to the service industry, to continuously and systematically support the service industry in the long-term view; and to establish an institutional basis on which the service industry can take the lead in strengthening Korea’s economy by providing a legal basis for expanding the research and development, fostering the specialized research institutes and educational institutions, and supporting the overseas expansion of the service industry to improve its productivity and create a basis for developing the service industry.
Details
A. Establish and implement the Basic Plan for the Development of the Service Industry and its annual implementation plan and review its process (from Article 5 to Article 7)
Prescribe that the government shall establish the Basic Plan for the Development of the Service Industry which determines the mid- and long-term policy goals and basic directions for the development of the service industry every five years through the deliberation of the Service Industry Development Committee; the heads of the relevant central administrative agencies shall establish and implement an annual plan; and the Service Industry Development Committee shall review its progress
B. Establish and operate the Service Industry Development Committee (from Article 9 to Article 11)
Prescribe that the service industry Development Committee shall be established under the Ministry of Strategy and Finance to deliberate the major policies and plans for the development of the service industry, that the Minister of Strategy and Finance and a civil commissioner shall be the joint Chairs, and that a working committee may be established to support the work of the committee
C. Facilitate R&D in the service industr and expand investment (Article 14 and Article 15)
Establish the concept of the service industry that reflects the characteristics thereof apart from the current manufacturing-centered R&D, and prescribe that governemnt may certify the R&D accomplishments to boost the expansion of R&D and investment and may provide support thereto, which is necessary to promote the commercialization of such achievements, such as financial support and tax benefits
D. Promote the utilization of information and communication-related technologies in the service industry (Article 18)
Allow the government to establish and implement necessary measures and to identify and support exemplary utilization cases to enable information and communication-related technologies and services to be utilized in the service industry field
E. Establish a basis for the support system necessary for the development of the service industry (from Article 19 to Article 21)
Require the government to select and support service industries to focus on, to provide support grounds such as funding, human resources, and tax reduction required for start-ups, and to continue to identify and improve the adverse support system to the service industry compared to the manufacturing industry, to systematically support the start-up of competitive service enterprises and overseas expansion
F. Designate service industry-specialized educational institutions (Article 24)
Allow the government to establish and promote the necessary policies to train professional workers in the service industry and to designate the educational institutions such as service industry-specialized institutions, groups, high schools, and universities as service industry-specialized educational institutions and support them
G. Designate specialized research centers for the service industry (Article 25)
Allow the Minister of Strategy and Finance to designate and support a specialized research center that performs works such as basic research, study, and policy suggestions necessary to promote the development of the service industry after deliberation by the Service Industry Development Committee
