Reasons for Proposal

Although facilities are instructed to take measures to firstly protect the head to prevent fatalities in the event of an earthquake, only a few facilities are furnished with safety helmets for head protection and other earthquake safety equipment.

Given the recent large earthquakes in Pohang and Gyeongju, Korea can no longer be considered an earthquake safe zone and critics point out that it is necessary to obligate at least public offices and facilities mainly used by children, patients, and other persons who need to be protected to be furnished with earthquake safety equipment.

Accordingly, the Amendment obligates the interested parties of public offices and facilities mainly used by children, patients, etc., to furnish the facility with earthquake safety equipment, and allows the required expenses to be wholly or partially subsidized by the State and local governments, thereby aiming to strengthen earthquake readiness (Article 11-3 newly inserted and Article 24, paragraph 2 amended).
