Reasons for Proposal

According to the measurement results of the indoor air quality of newly built multi-family housing in Seoul in 2018, 6 apartment complexes, 28.6% of the 21 multi-family houses, exceeded the indoor air quality standards for multi-family housing.

However, unlike the public-use facilities, which are regulated by indoor air quality standard management and improvement orders under the current Act, it is impossible to confirm whether the indoor air quality of multi-family housing is improved, and although the improvement is made, the residents should bear the damage and take the effort for it because the indoor air quality standards for multi-family housing are only guidelines.

Therefore, the amendment requires a contractor of newly-built multi-family housing to manage the indoor air quality in the housing until tenants move into the houses in accordance with the standards prescribed by Ordinance of the Ministry of Environment, and allows that if the air quality exceeds the standards, the Special Self-Governing City Mayor, Special Self-Governing Province Governor, or the head of the competent Si/Gun/Gu may order the improvement of indoor air quality before tenants move into the houses (Article 9 (1) and Article 10 (2) newly inserted).

Major Provisions

Require that a contractor of newly-built multi-family housing shall manage the indoor air quality in the housing until tenants move into the houses in accordance with the standard set by Ordinance of the Ministry of Environment, and allow that if the air quality exceeds the standards, the Special Self-Governing City Mayor, Special Self-Governing Province Governor, or the head of the competent Si/Gun/Gu may order the improvement of indoor air quality before tenants move into the houses (Article 9 (1) and Article 10 (2) newly inserted)
