Reasons for Proposal
The current Act prescribes that information about a disaster in a super high-rise building shall be shared with and diffused among users, etc., and that location information notice boards, facilities for guidance for refuge, etc., shall be provided to enable users, etc., inside the building to evacuate quickly in the event of a disaster.
However, to ensure timely evacuation, rescue, and relief in the event of a disaster, it is particularly important to have a system to determine the number of people inside the building concerned in addition to systems to diffuse information on the disaster situation and guide evacuation.
Accordingly, the Amendment prescribes that where the management entity of a super high-rise building, etc., establishes a comprehensive disaster management system for disaster response and the sharing and diffusion of disaster information, it shall include a system to identify the number of people inside the building, thereby aiming to ensure effective responses to disasters arising inside super high-rise buildings, etc. (Article 17, paragraph 2, subparagraph 1, item C newly inserted).
Major Provisions
