Reasons for Proposal
The current Act allows Mayors/Do Governors to designate an agent who conducts as proxy matters including the manufacture, issuance and seal of motor vehicle registration license plates. It allows registration license plate issuance agents to receive a fee for the delivery of registration license plates (hereinafter “delivery fee”) as prescribed by the Ordinance of the Ministry of Land, Infrastructure and Transport.
In relation to this matter, the Enforcement Rule of the current Act stipulates that registration license plate issuance agents shall determine the delivery fee, which varies considerably among regions (up to 8.7 times), and critics point out a need to address the issue in a reasonable manner.
Accordingly, the Amendment reduces the regional gap in delivery fees by prescribing that registration license plate delivery fees shall not exceed the amount specified and announced by the Minister of Land, Infrastructure and Transport, thereby promoting the efficient operation of the registration license plate issuance agent designation scheme (latter part of Article 20, paragraph 3 and Article 21, paragraph 1, subparagraph 9-2 newly inserted).
Major Provisions
Allow registration license plate issuance agents to receive a fee for the delivery and sealing of registration license plates as prescribed by the Ordinance of the Ministry of Land, Infrastructure and Transport. Prescribe that in such cases, the fee shall not exceed the amount specified and announced by the Minister of Land, Infrastructure and Transport (Article 20, paragraph 3)
Where a registration license plate issuance agent falls under any one of the following, allow the Mayor/Do Governor to revoke the designation thereof, or issue an order for business suspension for a specified period of up to 6 months; provided that where the agent falls under subparagraph 1 or 10, the designation shall be revoked (Article 21, paragraph 1)
