Reasons for Proposal

As often said, the quality of an education system cannot exceed that of teachers. Quality teachers produce quality students and create quality schools, and teachers directly influence the growth and development of each individual student.

The aims of student education may vary according to the political orientation or values of teaching staff, and critics point out that school parents, who have the right to education for their children, should have access to information on teachers’ associations and labor unions to which the teaching staff of their children’s schools belong.

Accordingly, the Amendment requires the heads of schools that provide elementary or secondary education to disclose information on the number of teaching staff who are members of a teachers’ association or labor union at least once a year, thereby aiming to protect students’ and school parents’ right to know (Article 5, paragraph 1, subparagraph 6-2 newly inserted).

Major Provisions

Increase the scope of information to be disclosed by heads of schools that provide elementary or secondary education by adding the number of teaching staff who are members of a teachers’ association or labor union (Article 5, paragraph 1, subparagraph 6-2)
