Reasons for Proposal
Claims that a number of air purifiers available on the market emit ozone at levels that are harmful to human health have sparked growing concern among consumers. Air purifiers are mainly used in closed indoor areas or vehicles, which means that ozone generation may be particularly dangerous to the human body and therefore it appears that stronger standards and controls are necessary.
Accordingly, the Amendment prescribes that manufacturers and importers of products subject to safety control that have been specified by the Ordinance of the Ministry of Trade, Industry and Energy, such as air purifiers, shall not manufacture or import products that generate ozone at levels that may harm human health. It also allows manufacturers and importers to indicate that an air purifier generates ozone under a certain level, thereby aiming to strengthen safety control of ozone generation by electrical appliances and consumer products (Article 47-2 newly inserted).
