Reasons for Proposal
The current Act obligates owners of harbor facilities to install an alternative maritime power system as the frequent operation and loading/unloading of ships and the particularly high number of factors that adversely affect air quality in harbor zones, including international trade ports and coastal ports, make it necessary to prescribe separate regulations.
However, it has been suggested that it is necessary to obligate owners of ships that use harbor facilities that are equipped with an alternative maritime power system to install a system to receive the power supplied by the alternative maritime power system.
Accordingly, the Amendment obligates owners of ships that use harbor facilities that are equipped with an alternative maritime power system to install a system to receive the power supplied by the alternative maritime power system, and prescribes grounds on which the State shall offer financial assistance (Article 18, paragraph 2).
