Reasons for Proposal
As the local talent drain into the metropolitan area worsens, the development gap between the metropolitan and non-metropolitan areas is widening, which also threatens sustainable local development.
To solve this problem, the government is making it obligatory for some locally transferred public institutions to hire a certain percentage of local talent.
Such obligatory hiring of local talent not only serves to employ local young people, but also solves the imbalance between the metropolitan area and the local region. Opinions are being suggested that this should be expanded to not only public institutions but also companies that receive tax support from the national and local governments, enhancing its effectiveness.
Especially in the case of moving-in enterprises in enterprise cities, it is necessary for them to contribute to some extent to revitalizing the local economy, considering that they are receiving support in the form of tax relief and funding support.
Accordingly, this Act makes it obligatory for moving-in enterprises in enterprise cities to hire local talent as prescribed by Presidential Decree (Article 44-2 newly inserted).
