Reasons for Proposal
The current Act does not allow temporary work agency business in jobs in construction sites and jobs by ship’s personnel under the Ship Personnel Act to protect workers.
However, since it is difficult for temporary agency workers who do jobs related to people’s life, health, or safety to raise any safety issue in their job to their employer due to a low sense of belonging or job instability, it is necessary to ban the use of temporary agency workers in jobs related to people’s life, health, or safety such as air transport.
This Act aims to ban temporary work agency business in jobs related to people’s life, health, or safety such as jobs under Article 9 of the Korea Railroad Corporation Act, medical services under the Medical Service Act, and aviation services under the Aviation Safety Act (Article 5 (3)).
